PUBLIC HEARINGS

Monday, March 31st at 7:00pm
Proposed Budget Hearing for the 2008-2009 Village Budget.

The Proposed Budget has an increase of 1% to Village residents.
This means a house assessed at $60,000 would see an increase of $4.72 on the tax bill for the Village in June.

Naming our Municipal Building

The elected officials of Odessa are looking for the help of our citizens. We are looking for nominations for the naming of our Village Offices. As you know, the most important building in Odessa is known only as the “Municipal Building.”

The way we would like to change this is by honoring the past. Our goal would be to name the building after an intricate member of our Village from the past.

Nominations should include: Name of the person, history concerning why you think the person should be nominated and any other detail you may find important for the
Board members to know regarding your nomination.

Please submit in writing or by e-mail. Both addresses can be found at the top of the newsletter.

Deadline is May 16, 2008.

PLANNING BOARD NEWS

Planning Board Meetings are the Third Monday of each month at 7pm in the Municipal Building.

CODE ENFORCEMENT

Due to recent complaints in the Village, Building Inspector Seager wants to remind everyone that Portable Basketball Hoops and any other outdoor accessories should be no less than six (6) feet from any lot line.
(Village of Odessa Zoning Ordinance 2002 Section 15.0 B)

HEDGES

According to the Village of Odessa Zoning Ordinance 2002 Section 17.0:

A: Where the driveway meets the street, the hedge wall or planting shall not exceed 36 inches in height.

B: On a corner lot, no fence, wall, hedge or screen planting over 36 inches in height shall be constructed at the intersection of the two streets. In any use, the minimum clear vision distance shall be twenty-five feet from the edge of the pavement at the intersection.

If the hedges are not kept at the specified height, the Building Inspector will issue a warning and if work is not completed within specified time, the Village will trim hedges to required height and bill the land owner. (Local Law 3 of 2007 Administration and Enforcement of Code)


DEPARTMENT OF PUBLIC WORKS

HYDRANT FLUSHING
The Village DPW will be flushing the hydrants the week of April 15th. The purpose of the flushing is to clean and remove sediment. You may notice low water pressure, cloudy or colored water during this time. The water will be safe; however you should refrain from doing laundry until late evening. If you have any questions, please contact the Village office at 594-2100


BRANCHES
The DPW asks that village residents place the branches PARALLEL to the road, this way we will be able to use our grapple attachment to pick up the branches and place them in the truck.

VILLAGE NEWS

The Village of Odessa has contracted with a local Tree Service from Elmira to take down several trees in need of removal. The Village also requested a “price break” for our Village residents. Mr. Eugene Voorhees of Twin Tier Landscaping and Tree Service has given the following rates for YOU!

RESIDENT TREE PRICES:

Up to 10” Trees $300

10” – 15” Trees $375

15” to 20” Trees $450

20” to 24” Trees $550

The above prices are taking the trees down, with resident being responsible for clean up.

Cleaning Up Trees and Brush averages between $150-$200.

Grinding out stumps – Price averages between $25 to $150 per stump.

REMEMBER when obtaining a quote from Mr. Voorhees that the Village picks up brush, so if you are able to get the brush to the curb, the Village will remove the brush.

**Mr. Voorhees has the appropriate Liability Insurance to work in the Village. If you would like to see a copy of his certificate, please contact the Village Clerk.

The Village has received several complaints concerning dogs wandering the Village. Please make sure your dog is on a leash while in the Village. Thank you.

VILLAGE ORDINANCE NO. 48
CONTROL AND SEIZURE OF DOGS

Summary: All dogs, while off the owner’s premises, are to be restrained by a leash or by accompaniment and control of the owner or other responsible person. The Schuyler Sheriff’s department is authorized to seize and impound any dog not so restrained or controlled found off the owner’s premises. Every dog so seized shall be impounded at the Schuyler County Pound.

When walking your dog, please be considerate of your fellow residents.
If your dog has gone to the bathroom on a neighbor’s property, please clean up after your dog.

The Village is looking for two more residents interested in joining the Zoning Board of Appeals. Interested parties please contact the Village office.


VILLAGE RECYCLABLE PICKUP

Recyclables are picked up in the Village of Odessa on the second Monday of each month. This is done very early in the morning. It is suggested that recyclables be put out on Sunday evenings.

Garbage service is not provided by the Village.

VILLAGE JUSTICE

The Town of Catharine office on Grant Road handles ALL of the Village of Odessa’s court proceedings. You may contact the Town at (607)594-2273.
Town of Catharine hours are Monday, Tuesday & Thursday from 9am to 2 pm and
Wednesday 4pm to 7 pm; the office is closed on Fridays.
